The trillions poured into the financial sector are no longer rescuing the depositor on the street, but the relatively wealthy insurance fund and pension investors in bank bonds.
The ARISE Act and other proposals floating around the blogosphere, are to just convert enough of these bonds to equity that the banks are solvent again.
Sure, it would wipe out 20% of the world's fixed income markets at a stroke. But is that really all that bad.
